The scope ladder

Think of the job as a ladder. Each rung adds a kind of work, and each kind of work adds cost and time. You choose how far up you climb, and where you stop is most of what sets the number.

Nothing moves, nothing opens
Paint, hardware, a new faucet, refinished or refaced surfaces. The layout is left exactly where it is. This is the lowest rung and the one most likely to fit a tight budget.
The surfaces change
New counters, a new backsplash, a new sink, maybe new fronts on cabinet boxes that are still sound. Still nothing structural, and still nothing plumbed or wired in a new place.
The boxes change
New cabinet carcasses, which reset the layout and are usually the single largest line on any quote. This is the rung where a kitchen starts to feel new rather than refreshed.
Something moves
The sink or the range shifts to a new spot. That pulls in a plumbing or an electrical trade, each with its own schedule, its own materials and its own inspection, so the cost step here is larger than it looks.
The room opens
A wall comes out and the kitchen joins the next room. Now there is framing, sometimes structure, and almost always permits. The top rung, and the biggest number.

What homeowners actually spent

The federal American Housing Survey asks homeowners what they spent on their own homes, and the Harvard Joint Center for Housing Studies publishes the kitchen numbers. It is what people paid, not an estimate or a model.

Homeowners who finished a major kitchen remodel in 2023 spent an average of $48,010, and 564,000 of them did one, according to the Harvard Joint Center tables. A minor remodel averaged $7,084, across 1.9 million homeowners. Major here means a professional kitchen job over $30,000, or a do it yourself one over $12,000, which is why the two averages sit so far apart.

City permit fees, to the dollar

If the kitchen needs permits and the house is inside Santa Clarita city limits, the City's fees are published in its Building and Safety fee brochure, and they took effect August 24, 2026. The building permit is $95 for work valued up to $5,000, then $95 plus $20.91 for every $1,000 above that, up to $25,000. When plans are required, plan check adds $146 up to $5,000 and $12.80 for every $1,000 above it, plus $47 to process each new submittal.

Under the same fee brochure, each electrical or plumbing permit adds a $38 issuance fee and a $22 residential inspection fee, then per item charges: $26 for the first outlet, switch or light fixture and $5 for each one after it, or $18 per plumbing fixture or permanent dishwasher. A record maintenance fee of 10 percent of the permit fees sits on top.

So a job valued at $10,000 carries a City building permit fee of $199.55 before anything else is added. A home in a mobile home park follows the state's fees instead, covered on mobile home kitchen remodels, and a house on unincorporated county land follows the County's.

Read the quote, not the headline

When the written quotes come back, the number is the last thing to compare, not the first. Line them up and check they describe the same work before you look at the totals. The same rung of the ladder. The same materials named rather than left as an allowance. The same trades accounted for. A payment schedule tied to finished work rather than to dates.

A quote that comes in well under the others is usually not a cheaper way to do the same job. It is a smaller scope, or a vaguer description that leaves room to add cost later.
